If there is no text layer, the chain will look like this: converting DjVu to PDF or graphic format → recognizing the resulting file in an OCR program → saving the recognized text to a text file → converting the text file to FB2.
At all, converting DjVu to FB2 is a long and rather laborious process. So if you have the opportunity to do without conversion, it is better to leave the book in DjVu format.
